He’s apparently coming back in Season 3. They got rid of him to both introduce Shock Rock and keep in line with their ‘no more than 10 aliens at a time’ thing.

Maybe that's what they were originally aiming for, but wanted to see if more than 10 worked in the OS. Then there's the sequels who had different writers and didn't follow the same idea. Now that MoA works on the reboot, they can use whatever they wanted in the OS that they couldn't do after dropping the show for a while
Their decision was influenced by Steven T. Seagle’s dad, who complained to him when Cannonbolt was unlocked in The Big Tick, saying something along the lines of “He’s supposed to be Ben 10! Why does he have 11 now?”. In my opinion, keeping Ben at 10 aliens is a bad move.
The only bright side I can find to the situation is that haters won't be able to make the "now he's Ben 11" joke anymore, I'm sad about the rest. Not to mention what they said at the CN Upfront...

To be honest, the reboot full of all sorts of ups and downs, but mostly downs.
