In layman's terms, they intend to utterly destroy the concept of Online privacy and whatever concept of control of that information there may be. This does not directly affect the Wiki's per say, but it will mean that the senate will be able to shut down any Wiki that operates in the USA on the tiniest excuse.

This appears to be simply a surveillance thing, they're not going to take anything away, they're literally just going to do what all internet browsers and most companies do anyway- look at your internet history. As long as you're not doing things that you already shouldn't be, you'll be fine. If you're against this, by all means sign the petition, but if you take a second to calm down and stop assuming that everything the government does is an attempt to take away freedoms, join me in the apathy parade.
Look at, store indefinitely, and use for whatever purposes they want without your consent, and for no reason. With browsers, you can choose not to record your history, and ISP's don't hold it indefinitely. Furthermore, if you use an ISP, you're consenting to them being able to look at your history if and only if they receive a court order saying they must. They don't have the authority to spy on you as they please; they must have a valid reason.
