Joe is a Caucasian man wearing a military uniform consisting of dark-green collared shirt, a matching pair of pants and a helmet, a belt with pouches, black boots, and a white undershirt. He carries a rifle over his shoulder.

In Drone On, Joe and an unnamed guard stood outside a nuclear reactor, only to see Vilgax's drones fly over them and break into the building. Joe then called someone on his walkie-talkie, saying that the thing they said would never happen just happened.
