An episode where they could, oh, I don't know, NOT have a historical figure as a main character.

first Kennedy is a mutant in X-Men Future Past and now Washington a plumber in Ben 10. i found stuff like these extremely corny.
plus it would make more sense of the government knowing about aliens around 1900's,specialty around the 1940s.

This is what happens when you have a director writing an episode, or anyone who is not a writer. They do this with a lot of series in the final season, just get random people write/direct episodes...
How can we assume that it's a past version of Vilgax who will appear? I mean, he was severely injured, he may have recovered, and changed his appearance, much like he did in the original series.
Also, Vilgax age is stated to be 100-200 years old, so or Derrick gave us the wrong info, or he must have at least 250 years old.
