Because they already had a Ben 10,000 who is much better than Ultimate Ben. You can choose, cool fusion aliens or a 40 years old guy running around shouting alien names and constantly slapping his chest. And they had to have a limit as you can see in And Then There Was Ben.
Im just saying the writers could have use the episodes to bring him back, especially when its an episode involving alternate Bens
Yes they could have. They also could have permanently turned Ben into a warty, green- skinned, ginger troll. But they didn't XD
The difference with Ultimate Ben (10, 000) and (evil) Kangaroo Kommando, Zombozo, and Mr. Baumann is that the latter three can be explored in vastly different ways. You have a jealous, psychotic man using his twin celebrity brother's costumed identity, a supernatural clown who feeds on emotions and uses Joker- style weapons, and a normal human grocer who casually deals with aliens on a daily basis.
But with the very premise of Ultimate Ben, there's not much you can add to make him particularly cool or interesting. In fact he's the very inverse of the true Ben 10,000 (because now he can stay "Ben" all the time).
